Papua has and does not have insurgency troubles, the officials are ultra sensitive because their government does not want the western media reporting abuses against the indigenous Papuan people and do not want the media to describe the territory as a colony. Legally the territory is a Dutch colony under third party administration by Indonesia, just as East Timor in 1999 was legally a Portuguese colony under Indonesian administration.
